I would like an extract of the annual amount spent with all suppliers for the 2021/2022 financial year.
I would like this data in an open format, csv or json formats would be suitable.
I would like the following details provided:
- Supplier Name
- Suppliers NZBN number (if available)
- Total Amount Spent
I believe this information would be readily available via an extract from your Accounts Payable system.
I have already received similar data from a number of Government organisations, which implies this information can be treated as open data.

(the Ministry) under the Official Information Act 1982 (the Act).
I would like an extract of the annual amount spent with all suppliers for
the 2021/2022 financial year.
I would like this data in an open format, csv or json formats would be
suitable.
I would like the following details provided:
- Supplier Name
- Suppliers NZBN number (if available)
- Total Amount Spent
Your request is broad in scope and is likely to be refused under section
18(f) of the Act as substantial manual collation would be required to
provide the information requested.
As such, we suggest that you refine your request to enable us to provide
the information you are seeking. We recommend refining your request, for
example, by requesting for a list of hardship assistance suppliers who
received a payment for Special Needs Grant (SNG), Advance Payment of
Benefit (ADV) or Recoverable Assistance Payment (RAP) on behalf of a
client, and the total amount each has received in the 2021/2022 financial
year.
Please note that once you have refined your request, under section 15(1AA)
of the Official Information Act, the Ministry will treat your refined
request as a new request that replaces the original request. This restarts
the 20-working day response period. This is required to ensure that the
Ministry has enough time to process your request.
If you do not refine your request, the Ministry will proceed with your
original request. Please note that this is likely to result in a refusal
of your original request.
Please confirm whether you agree with the refinement proposed.

Dear OIA_Requests (MSD),
Thank you for asking for clarification of the request.
Unfortunately receiving the total spend information for a subset of your suppliers would not provide me with the information I am seeking.
If there is any other way I can clarify my request to receive a full list of the Suppliers and the total amount of public money that was given to them for the 2021/2022 year, then I would be happy to provide that clarification.
If not and my request is denied I will need to submit a complaint to the Ombudsman to obtain this information.
Would you be willing to clarify the constraints and the level of effort which means you cannot provide this information without substantial cost and effort.
I have already received this information from a number of other agencies, so I am trying to understand why an agency such as yourselves would require substantial effort to extract this data and would refuse the request on this basis.
The questions I have to help me understand why this substantial level of effort is involved is:
- What financial system are you currently using which means you are not able to easily export this information?
- What is the estimated effort to make this data available?
- Where is the main complexity or effort which will result in the substantial effort to provide it?

(the Ministry) under the Official Information Act 1982 (the Act).

This letter is to advise you that the Ministry requires more time to
respond to this request. In accordance with section 15(1) and 15A of the
Act, the Ministry’s decision will be with you no later than 21 June 2023.
Please note this extension takes into account King’s Birthday on 5 June
2023.
The reason for the extension is that consultations necessary to make a
decision on the request are such that a proper response to the request
cannot reasonably be made within the original time limit.
We will respond to you sooner if we are able to.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
