... and they declined it for being "commercially sensitive". If I we're in your position I would send this to the ombudsman. They have previously released similar information to this but for Passports so there is no good reason to decline this request.

I do not understand why this information would be commercially sensitive, the DIA have released similar information regarding passports in the past. If this information is really commercially sensitive who are their competitors? It's not like there is another competing Births Deaths and Marriages office in New Zealand.

I suspect like passports in the past, that in not releasing this information it could be another case of a DIA overcharging cover-up.

I shall be taking this up with the ombudsman.
