ECan's exercise of review of consent conditions for Manawa Energy Coleridge/Rakaia

Dear Canterbury Regional Council,
In the majority of all issued and active consents granted to Manawa Energy Limited relating to the Coleridge HEP and Rakaia River catchment operations the resource consent conditions state; that:

'The Canterbury Regional Council may annually, on the last working day of June, serve notice of its intention to review the conditions of this consent for the purposes of:

a) dealing with any adverse effect on the environment which may arise from the exercise of the consent and which is appropriate to deal with at a later stage; or

b) requiring the adoption of the best practicable option to remove or reduce any adverse effect on the environment; or

c) complying with the requirements of a relevant rule in an operative regional plan.

For each of these issued and active consents, please provide the number of times you have exercised this consent condition and the outcome of that review.

If this consent condition has not been initiated by ECan, why not, given the loss of outstanding characteristics and features of the river as defined in s3 of the National Water Conservation (Rakaia River) Order 1988?
