Dear Ministry of Justice,
Between 25 June and 6 August 2021 you ran a consultation on six proposals under the banner title "Incitement of Hatred and Discrimination in Aotearoa New Zealand". It was recently announced by the Minister that these proposals have been radically changed:

Before we proceed I should note I have been trying mainly to find a summary of the submissions received in that consultation. It is entirely possible that such a summary is available somewhere but I cannot find it, and trying to find that summary is how I discovered the following links. These links have raised further questions and I will now proceed to make my requests in such a way that each subsequent request is of greater importance:
1. What was the OIA request referred to here:

?
2. Accepting the accuracy of the above link, why was a summary of the submissions refused at that time?
3. Can we have the advice prepared for the Minister, referred to here:

?
4. Assuming that the documents referred to below are not the advice in the previous question, can we have them?

5. If we can not have the documents or advice referred to in the previous two questions, why not given a decision has apparently already been made and therefore the explanation given in the link in question (4) is no longer relevant?
6. Can we have a summary of the submissions now?
