I would like to request details on funding for midwives across New Zealand.

What additional funding has been provided to midwives in New Zealand since 2017 and how has this been allocated to staffing.

Please break this down in the following way.
- Average pay increase for all maternity staff.
- Average pay increase for all maternity staff who have had one on one time with a patient in the last 18 months.
- Average pay increase for all maternity staff who have had one on one time with a patient in the last 12 months.
- Average pay increase for all maternity staff who have had one on one time with a patient in the last 6 months.
- Average pay increase for all maternity staff who have had one on one time with a patient in the last 3 months.
- Average pay increase for all maternity staff who have had one on one time with a patient in the last 30 days.

Dear Aparna Hemapriya,

This is only partial data of what was requested. Please note that I requested this broken down in respect of staff who have had one on one time with patients. This does not appear to be included. The purpose of this was to see where funding is allocated, not just the basic rates that are paid.

This response took four months to come back to me which is a significant failure to meet the obligations that the minister is required by law to meet. For the request to have clearly not been read correctly is deeply disappointing.

Please provide a response in line with my actual request at the soonest possible time. I will be responding to the Ombudsman in regards to this as well.

Please note. This was not a new request, it was asking that you provide the information in my original request and is now unacceptably long overdue.

As a minister you would be aware of your obligations under the Official Information Act so it is deeply disappointing that I have received a response that not only implies that this is a new request, but requests an extension.

That is fine, however you responded to this on a request that is still not adequately answered and your office has been notified of this which means in this case you have opted to ignore my request for a full response.

You have provided total annual figures for my request, but failed to break this down based on time spent with patients. You have also not refused this section of the request.

You have also refused the section of the request that asks for this to be broken down by region as such data does not exist, however your response later outlines that HWIP collects data from the 20 districts at the end of each quarter. This suggests that regional data is available in some form and should have been provided as part of your response.

Finally, I requested the information around the amount of funding allocated which you even acknowledge in your response but appear to have ignored this entirely.

So again, please actually provide a full and correct response to my request, and as noted in my last email.
