Cabinet Papers regarding GCSB business cases

Dear Department of the Prime Minister and Cabinet,

I would like to submit a request for the following information
under the Official Information Act:

- All Cabinet papers relating to GCSB 'business case' propositions
that were prepared within the last 10 years.

I would like to reference Prime Minister Key's recent
declassification of Cabinet papers regarding Operation CORTEX. This
effectively serves as a precedent, as the Prime Minister has shown
that the declassification of GCSB business cases relating to
specific cyber intelligence operations will not likely "prejudice
the security or defence of New Zealand or the international
relations of the Government of New Zealand."
