National Maori Entity

Dear Ministry for the Environment,

In a recent speech at the LGNZ conference, Minister Parker stated,

“[The National Māori Entity] will have input into the National Planning Framework and have the ability to provide advice to anyone working in the system. It will monitor Te Tiriti performance in the system to assess whether the new system are giving effect to the principles of Te Tiriti. It is intended that Māori will determine membership of the National Māori Entity. Details on how to do this are currently being worked through.”

“Central government will have an oversight and stewardship role, alongside independent bodies such as the Parliamentary Commissioner for the Environment and the proposed national Māori entity.”

Could I please have all advice the Ministry has provided to the Minister relating to a National Maori Entity, in the last 12 months?

I understand there may be cases where a large briefing went to the Minister containing details relating to RMA reform where only a small amount of this related to the National Maori Entity. Please in these circumstances only provide me with an excerpt from the documents, for example, just a copy and paste of the part that relates to the Entity (rather than the whole document with large parts labeled out of scope).

I am specifically interested to understand what powers this new entity will have. If the new entity identifies an area where it believes the system is not giving effect to the principles of Te Tiriti, will it have an advisory role or will the Entity have the power to force other operators within the system to change decisions or plans? Does the Ministry have any internal documents analyzing such questions? Could these please be released to me?

The speech also states that the Entity will be able input into the new National Planning Framework and have the ability to provide advice to anyone working in the system.

What is the form of input the entity will have into the National Planning Framework? What is the process where the Minister and the Entity disagree? Do you have any internal documents assessing this question? Can these be released?
