Thank you for your email of 28 July 2022 requesting information relating
to nursing or medical students working in hospitals.
As part of the health and disability system reforms, as of 1 July 2022 the
functions previously under the Manatû Hauora (Ministry of Health) District
Health Board Performance and Support directorate have transferred to Te
Whatu Ora – Health New Zealand (Te Whatu Ora). As the matters you have
raised now fall under the functions of Te Whatu Ora, our agency will
respond to your request which has been considered under the Official
Information Act 1982 (the Act). Manatû Hauora is responding on behalf of
Te Whatu Ora.
You requested the following:
“How many, if any, tertiary medical or nursing students, who are not yet
qualified, have completed shift work in hospitals since the date beginning
1 January 2022, and what remuneration opportunities have they been
offered?”
Hospitals across New Zealand commonly employ nursing students as health
care assistants (HCAs) in a casual or part time capacity whilst they are
completing their studies. In some cases, hospitals have criteria in place,
for example, a student must have completed the first year of their
undergraduate degree to be eligible to apply for the HCA role.
Nursing students working as HCAs has been in place for several years.
Where this occurs, student nurses are offered the same remuneration as
HCAs, per the New Zealand Nurses Organisation multi-employer collective
agreement.
Te Whatu Ora does not hold a register of students who have worked in
hospitals and is therefore not able to provide specific numbers. While
this information is held by each hospital, it sits within individual
tranches that cannot be easily searched or compiled. As such, this part of
your request is refused under section 18(g) of the Act, as the information
requested is not held by Te Whatu Ora.
