List of advice received as Minister for COVID-19 Response

Dear Office of Chris Hipkins,

This is a request for information relating to the minister’s role as Minister for the COVID-19 Response.

Since the establishment of the COVID-19 ministerial portfolio following the last election it has been the habit of the government to proactively release lists of the advice the minister has received from the agencies involved in the response. These lists have been published on two pages on the Ministry of Health and Unite Against COVID-19 websites:

Unfortunately, this routine seems to have fallen by the wayside, and it has now been more than 5 months since these lists were updated.

I would therefore like to request:

1) Dated since the beginning of December 2021, a list of all advice received by the minister for his COVID-19 portfolio from the Ministry of Health
2) Dated since the beginning of November 2021, a list of all advice received by the minister for his COVID-19 portfolio from all other agencies

If there is in fact a plan to proactively release this information, I hope that your office will follow best practice set out by the Ombudsman and provide the dates that this proactive release is scheduled to occur.

Thank you for your Official Information Act (the Act) request of 12 May 2022 to Hon Chris Hipkins, Minister for COVID-19 Response:

1) Dated since the beginning of December 2021, a list of all advice received by the minister for his COVID-19 portfolio from the Ministry of Health
2) Dated since the beginning of November 2021, a list of all advice received by the minister for his COVID-19 portfolio from all other agencies

It is acknowledged that this information has not been updated as regularly as previously done, however we are confident the process for updating is back on track and regular updates can now be expected.

The Ministry of Health website has been updated to include the list of advice received by the Minister through to 30 April 2022. Therefore, your request for this information is refused under section 18(d) of the Act as it is publicly available.

A list of advice received by the Minister from other agencies up to 28 February 2022 has been published on the Unite against COVID-19 website. The lists for March 2022 and April 2022 are expected to be published on or before 17 June 2022 while the list for May 2022 is scheduled for publication by the end of June. Therefore, your request for this information is refused under section 18(d) of the Act as it is, or soon to be made, publicly available.

You have the right to seek an investigation and review by the Ombudsman of this decision, in accordance with section 28(3) of the Act. The relevant details can be found at: www.ombudsman.parliament.nz.

In the earlier response from the Office of Hon Chris Hipkins, it was advised that the list of briefing titles from other agencies to Minister Hipkins for March and April 2022 was expected to be published by 17 June 2022 - this has been delayed slightly but is expected to be published within the next week, Likewise the list for May 2022 is also expected to be published within the next week.
