Take it to the Ombudsman. s6(c) applies to "the prevention, investigation, and detection of offences, and the right to a fair trial". If you check the examples of such withholds in the Ombudsman's guidelines, it is very clearly about criminal offences and investigations, not bureaucratic ones. In this case, no criminal offence is alleged to have occured, and the police ar enot involved. The refusal instead seems designed to protect the government of the day at election-time.
