Thank you for your email. Work regarding restrictions and mandates is
ongoing. 
As you have been advised on several occasions, there is no requirement for
agencies to respond to hypothetical questions couched as a request for
information. These questions are therefore refused under section 18(g) of
the Act on the grounds that the information sought is not held by the
Ministry.
Under section 28(3) of the Act, you have the right to ask the Ombudsman to

Dear Ministry of Health,

To date there are restrictions surrounding masks, travel, social
distancing, rules, sports etc etc etc

Please provide the criteria associated with when restrictions can be
lifted and the effectiveness of the vaccine

- when will the vaccine work so that mask restrictions can be lifted?
- when will the vaccine work so that movement restrictions can be lifted
- if restrictions can’t be lifted please provide criteria needed so that
restrictions can be lifted
- what is criteria based on to have restrictions lifted?
- if the restrictions won’t be lifted on 90% vaccination rate then what
information can be provided that confirms vaccine efficacy?
- when will the public know the vaccine is working and how can the
ministry of health prove this to the general public
