Dear Enquiries National,

I understand that Waitaki Boys' High School BOT has just released a heavily redacted version of the Hay Report. Surely, this should be released to this website as a PDF?

What is so sensitive in this report that the BOT is trying to hide from the public?

My feeling is that that the Ministry of Education should have advised the Minister of Education to either appoint a Limited statutory Manager (LSM) to work with the Rector or appointed a Commissioner? Why has the MOE refused to do this or do I have to ask the MOE via a separate OIA?

Dear Enquiries National,

It is my understanding that the Redacted Cleave Hay report emailed out to staff and parents used the method of changing the font colour to white in order to redact content.

This method is rather silly as all you have to do is copy the entire document into a word processor and change the font colour from white to black, and you have the original un redacted report.

Not sure what Privacy Issues the BOT of Waitaki Boys' High School have breached?

Thank you for your email enquiries of 9 and 12 August to the Enquiries
National Team, which are copied below.  They have forwarded both emails to
this office for response.

 

Any questions about the redactions in the report as released by the Board
of Trustees of Waitaki Boys’ High School should be addressed to the Board
Chair, Garry McLeod. The Ombudsman's Office is the appropriate authority
for any questions about possible breaches of the legislative requirements.

 

It is important that the board has the opportunity to deal directly with
the issues raised.   We consider that the matters identified in the report
require urgent action and will continue to provide support and monitor the
board’s actions.  They have supplied us with an action plan and timeframes
for expected outcomes.  New Zealand School Trustees Association (NZSTA) is
providing advice and the board has also engaged independent contractors to
assist with some of the recommendations in the report.  We would expect to
be seeing signs of change by the end of September.  If we see that there
is no material change in the environment at the school, then we will
seriously and quickly look at a form of intervention to help.  That could
include statutory management.
