Thank you for your follow up request under the Of icial Information Act 1982 (the Act) to the 
Ministry of Health (the Ministry) on 22 December 2021. You asked: 
 
“…please reduce this scope to the earliest ten emails with MATTR in regards to the My 
Vaccine Pass application, that would be very much appreciated.” 
 
The Ministry has undertaken a search of its records for emails within scope of your request. The 
search included emails starting from the point when the Ministry first received a directive to work 
on a domestic vaccine pass in mid-September 2021. 
 
Emails deemed to be within scope of your request are itemised in Appendix 1 and attached to 
this letter. Appendix 1 outlines the grounds under which information has been withheld. I have 
considered the countervailing public interest in releasing this information and consider that it 
does not outweigh the need to withhold at this time. 
 
Please note, earlier emails where the Ministry may have discussed vaccination certificates 
generally, which may have included references to domestic use, could exist. However, despite 
reasonable efforts to locate these the information cannot be found.
