Risk assessment of vaccinated person contracting Covid-19 from an un-vaccinated person

Helen Wallis made this Official Information request to Chris Hipkins

The request was partially successful.

From: Helen Wallis

Dear Chris Hipkins,

I request to be provided with the evidence and facts of the following questions under section 12 of the Official Information Act 1982 ,and The Declaration on Open and Transparent Government as approved by Cabinet on 8 August 2011.

For purposes of this document and attached process, if any, the term “NEW ZEALAND” hereafter NZ means the corporation, and all officers, agents, employees, subdivisions and representatives thereof”

1. I request any and all information pertaining to the studies undertaken to show the risk that a person with a double jab of Pfizer "immunisation" against Covid-19 has in regards to contracting Covid-19 from a non-vaccinated person.

2 I request any and all information pertaining to the studies undertaken to show the risk that a person with a double jab Pfizer "immunisation" against Covid-19 has in regards to contracting Covid-19 from a child under 12 years of age.

3. I request any and all information showing the expected risk of a child catching Covid-19 in a school environment and the expected outcome of their exposure to Covid-19.

4. I request any and all information pertaining to the plan for vaccine boosters, in regards to vaccine passports, into the foreseeable future to address the 47% efficacy of the Pfizer vaccine after 5 months from the second injection date and to know what the expected efficacy will be 5 months after the booster shot?

5. I request any and all information about the basis of keeping the "emergency" powers in place when it is quite clear that there is no longer an emergency as we are:
a, aware of the virus,
b, have clear plans to counter its harmful effects,
c, are getting Pharmac to try and obtain more therapeutic medicines for early treatment of the virus.
I wish to understand how this is an "emergency"
.
6. I request any and all information pertaining to when the ministry of health started trialing early treatment of covid-19 and which drugs were used. If they never started looking into early treatment why not?

7. I request any and all information pertaining to the stance the government has taken on not allowing a blood serology test showing antibodies to Covid-19 through exposure to the virus to be counted as being effectively immunised. It is clear that many other countries worldwide have both options, either recovered with antibodies or vaccinated.

8. I request any and all information pertaining to the governments acceptable death rate from Covid-19

Yours faithfully,

Kia ora Helen,

Thank you for your email of 17 November 2021 requesting information
regarding COVID-19 and the vaccine. I will respond to each part of your
request in turn:

1. I request any and all information pertaining to the studies undertaken
to show the risk that a person with a double jab of Pfizer "immunisation"
against Covid-19 has in regards to contracting Covid-19 from a
non-vaccinated person.

2 I request any and all information pertaining to the studies undertaken
to show the risk that a person with a double jab Pfizer "immunisation"
against Covid-19 has in regards to contracting Covid-19 from a child under
12 years of age.

3. I request any and all information showing the expected risk of a child
catching Covid-19 in a school environment and the expected outcome of
their exposure to Covid-19.

The Ministry is unable to provide situational advice. The evidence from
the United Kingdom shows that the transmission of COVID-19 amongst
children is high. While children are less likely to be admitted to
hospital with COVID-19, the chances of passing it on to their family and
local community remains high. Once COVID-19 is in communities there is a
high chance that vulnerable populations, including the elderly,
immunocompromised people and those not vaccinated, will fall sick and
potentially die. As you may be aware, to ensure the protection of
vulnerable people from being exposed to COVID-19, mandatory vaccines have
been introduced for the education workforce. Considering the important
role these workers undertake, and the population groups they work
with, vaccination is a vital measure for reducing infection and
transmission in the wider community. You can find out more about mandatory
vaccinations
here: [1]www.health.govt.nz/our-work/diseases-and-conditions/covid-19-novel-coronavirus/covid-19-response-planning/covid-19-mandatory-vaccinations#edu

Vaccines are the most powerful tool we have to protect New Zealanders from
the virus, with research showing that vaccination helps reduce
transmission. The known risks of COVID-19 illness and its related,
possibly severe complications, such as long-term health problems,
hospitalisation, and even death, far outweigh the potential risks of
having a rare adverse reaction to vaccination. This is why it is so
important every eligible New Zealander has the opportunity to be
vaccinated, as it protects not only the individual from COVID-19, but
vulnerable members of our community who cannot get vaccinated.

Maximising vaccination uptake is critical to the reopening of Aotearoa New
Zealand and will reduce the impact of serious illness and disease in
our whānau, communities and health system. Preliminary results from
studies have shown that two doses of the Pfizer vaccine can substantially
reduce transmission of the virus. For example, this study here:
[2]https://www.nejm.org/doi/full/10.1056/ne... this
information
here: [3]https://www.health.govt.nz/system/files/...

The following link provides information on vaccine effectiveness and other
health
measures: [4]https://www.health.govt.nz/our-work/dise...
shows that vaccination reduces transmission and the severity of COVID if
infected.  Please refer to the vaccination stats that reinforce this:
[5]www.health.govt.nz/our-work/diseases-and-conditions/covid-19-novel-coronavirus/covid-19-data-and-statistics/covid-19-case-demographics#age-gender.

These statistics show that the majority of the people who are infected
with COVID-19 and/or in hospital are unvaccinated.

The Immunisation Handbook (Chapter 5) provides references to scientific
studies conducted regarding COVID-19 and the
vaccine: [6]www.health.govt.nz/our-work/immunisation-handbook-2020/5-coronavirus-disease-covid-19.

The Ministry also regularly updates the Science News page for up to
date information regarding COVID-19 and the
Vaccine: [7]www.health.govt.nz/our-work/diseases-and-conditions/covid-19-novel-coronavirus/covid-19-resources-and-tools/covid-19-science-news.

4. I request any and all information pertaining to the plan for vaccine
boosters, in regards to vaccine passports, into the foreseeable future to
address the 47% efficacy of the Pfizer vaccine after 5 months from the
second injection date and to know what the expected efficacy will be 5
months after the booster shot?

Available information regarding booster shots can be found on the website
here:
[8]www.health.govt.nz/our-work/diseases-and-conditions/covid-19-novel-coronavirus/covid-19-vaccines/covid-19-vaccine-boosters.

Further decisions or plans regarding boosters are still under development.
The Ministry will update its advice on this matter on the Ministry of
Health website when more information is available.

5. I request any and all information about the basis of keeping the
"emergency" powers in place when it is quite clear that there is no longer
an emergency as we are:

a, aware of the virus,

b, have clear plans to counter its harmful effects, c, are getting Pharmac
to try and obtain more therapeutic medicines for early treatment of the
virus.

I wish to understand how this is an "emergency"

There is a large amount of available information on the Unite Against
COVID-19 website regarding this part of your request. The most recent
proactive release contains the public health advice that the Ministry has
been providing to DPMC and the Cabinet papers that are the basis for the
decisions the government has been making regarding Alert Levels and
COVID-19 Protection Framework settings. This can be found here:

o [11]https://covid19.govt.nz/about-our-covid-...
o [12]www.health.govt.nz/publication/covid-19-modelling-and-other-commissioned-reports

6. I request any and all information pertaining to when the ministry of
health started trialing early treatment of covid-19 and which drugs were
used. If they never started looking into early treatment why not?

The Ministry does not conduct studies or research, nor does it trial
drugs. Therefore, this part of your request is refused under section
18(g)(i) of the Act, as the information requested is not held by the
Ministry and there are no grounds for believing it is held by another
agency subject to the Act.

7. I request any and all information pertaining to the stance the
government has taken on not allowing a blood serology test showing
antibodies to Covid-19 through exposure to the virus to be counted as
being effectively immunised. It is clear that many other countries
worldwide have both options, either recovered with antibodies or
vaccinated.

Information regarding antibodies is still under active consideration,
therefore this part of your request is withheld under section 9(2)(if)(iv)
of the Act. Available information regarding immunity and antibodies can be
found here:
[13]www.health.govt.nz/our-work/diseases-and-conditions/covid-19-novel-coronavirus/covid-19-health-advice-public/about-covid-19/covid-19-what-we-know-about-infection-and-immunity#immunity.

8. I request any and all information pertaining to the governments
acceptable death rate from Covid-19

The Government does not have an ‘acceptable death rate’ so the information
you have requested does not exist and is refused under section 18(e) of
the Act. The Ministry considers that every death due to COVID-19 is
regrettable and a tragedy for the community and their whānau. This is why
it has been urging New Zealanders to get fully vaccinated to protect
themselves and their communities from the harm caused by the virus.

I have considered the countervailing public interest in release in making
this decision and consider that it does not outweigh the need to withhold
at this time.

Under section 28(3) of the Act you have the right to ask the Ombudsman to
review any decisions made under this request. The Ombudsman may be
contacted by email at: [14][email address] or by calling 0800
802 602.

Dear OIA Requests,

Thank you for your response can you please clarify the following for me:

Please provide all supporting evidence that you have used to substantiate the above statements including the study in the UK, the study(ies) which shows that vaccinated vulnerable populations will have a high chance of falling sick and potentially dying, the study(ies) which show that mandating vaccines have an effect on the rate of transmission to vaccinated vulnerable people, the study(ies) which support the principle that mandating vaccines causes a reduction of infection and transmission in the wider community. Please also provide a list of studies that were reviewed which show the opposite i.e. vaccination does not effect the infection rate and transmission in the wider community. I wish to see that information from both sides of the question has been reviewed.

Whilst I appreciate the link being sent it is not providing the information that I requested. Please provide a full disclosure explanation to answer the following parts of the above question:
- what is the plan for vaccine boosters in NZ into the foreseeable future, eg will there be a requirement for one every 6 months etc
- What is the expected efficacy (i.e) 6 months after the booster shot

6. I request any and all information pertaining to when the ministry of
health started trialing early treatment of covid-19 and which drugs were
used. If they never started looking into early treatment why not?

Please let me rephrase the above question. Please provide any and all information regarding early treatment drugs for covid 19 and any information held about them as a control mechanism against covid 19.

7. I request any and all information pertaining to the stance the
government has taken on not allowing a blood serology test showing
antibodies to Covid-19 through exposure to the virus to be counted as
being effectively immunised. It is clear that many other countries
worldwide have both options, either recovered with antibodies or
vaccinated.

Information regarding antibodies is still under active consideration,
therefore this part of your request is withheld under section 9(2)(if)(iv)
of the Act. Available information regarding immunity and antibodies can be
found here:
[13]www.health.govt.nz/our-work/diseases-and-conditions/covid-19-novel-coronavirus/covid-19-health-advice-public/about-covid-19/covid-19-what-we-know-about-infection-and-immunity#immunity.

I am unsatisfied with your response to this question. The information in the link provided is clearly out of date and it seems the latest information is not being considered.
Please provide a full disclosure explanation as to how the antibody response can still be under active consideration when there have been multiple studies world wide which show an appropriate antibody response to provide immunity. The WHO also acknowledges natural immunity gained from recovery from covid 19. Also please provide all meeting minutes and communications regarding the active consideration mentioned in your answer.

I consider that you have taken the question too literally. An acceptable death rate is a widely accepted term for the cost associated with saving a life in hospitals etc. Are you telling me that the government will attempt to prevent a death associated from covid-19 at all costs? This question extends onto all deaths due to covid 19 not just directly from the disease but including and not limited to the social, economic, political effects of the reponse to covid 19 presented by the government. I cannot believe that in forming the response to the pandemic that the government did not consider the effects of their own response nor consider what limit of cost they would accept to save a life from Covid 19.
Please provide me with a full disclosure explanation unless the governments' position is to attempt to prevent any death at any cost related to the virus or follow on effects of the response to covid 19 as discussed above.

Thank you for your clarification of these points and for the evidence requested.

Yours sincerely,

Helen Wallis
