Citizenship information released by DIA inconsistent with what is published online

Dear Department of Internal Affairs,

I am writing about my citizenship application. For context, I applied for citizenship online on 9, December 2020. At the time of my application, I received a confirmation email saying that it would take within 5 to 10 months for my application to be processed.

My citizenship reference number is 8BHQKK.

It is the 9, November 2021 and after 11 months I still have not heard anything from Immigration NZ. I have given them a call and they told me that my application has not been allocated to a case officer yet.

I have been reading the responses to other OIA requests, and found the following responses:

Response to Emily Hughes (OIA response 2122 0274.pdf) https://fyi.org.nz/request/17029/respons...

"I can confirm that the oldest unassigned paper applications waiting to be allocated to a citizenship trained Life and Identity Services Officer (LISO) are from 25 November 2020 and the oldest unassigned online applications waiting to be assigned to a LISO are from 2 January 2021. This means that early 2021 applications have now started to be allocated to LISOs for processing but that not all citizenship applications submitted in 2020 have yet been allocated, as there are still some paper based applications remaining."

Question:
1) Based on that response, it looks like the oldest unassigned online applications waiting to be assigned to an officer are from 2 January 2021. Can you please explain why my citizenship has not been allocated to a case officer yet, considering that I have applied online on 9, December 2020?

Here is another response to Rakesh Tyagi (OIA 2122 0288 https://fyi.org.nz/request/17029/respons... )

"I can confirm that as at 4 November 2021, the oldest paper application waiting to be allocated to a staff member for processing was from 4 December 2020, and the oldest online application waiting to be allocated for processing was from 6 January 2021."

Question:

2) Based on that response, it looks like the oldest unassigned online application waiting to be allocated for processing was from 6 January 2021. Can you please explain why my citizenship has not been allocated to a case officer yet, considering that I have applied online on 9, December 2020?
