When does Auckland move into the Covid Protection Framework?

Dear Chris Hipkins,
When the 3 Auckland DHBs each reach 90% of the eligible population having had their 2nd dose of vaccine, will Auckland move to the Covid Protection Framework, or will that move occur 2 weeks later when the 90% are "fully immunised"?
e.g. If Auckland, Waitemata, and Counties Manukau have all reached the 90% 2nd dose target on 1st December, will they move to the Covid Protection Framework then or will it be 2 weeks later on the 15th?

Final decisions about the transition to the COVID-19 Transition Framework have not yet been taken and will be announced publically when they are, although the Prime Minister has publically stated that it is Cabinet's expectation that on November 29, Auckland will have hit 90 percent double dose, and could shift into the traffic light framework.

Final decisions about the timing for the CPF, etc, have not yet been made and will be announced once they have been. The Prime Minister has indicated that Cabinet will consider progress towards the 90% target on 29 November and will make further announcements about the timing for CPF after that.
