The Code was established by the Nuremburg War Crimes Tribunal in Germany
in 1947 after the Second World War.  Copies of the code are accessible on

Subsequently, other codes about medical research have been established,
including the World Medical Association’s Helsinki Declaration:

In New Zealand, all health and disability providers, including those
undertaking research, are subject to the Code of Health and Disability
Services Consumers’ Rights:

considers they have had their rights breached may lay a complaint with the
Health and Disability Commissioner.  There is more information about the

The New Zealand Medical Council has also established standards that set
out the principles and values that define good medical practice, and
outline what is expected from doctors in all aspects of their professional
behaviour.  These standards are used by the Council, the Health and
Disability Commissioner and Health Practitioners Disciplinary Tribunal as
benchmarks against which doctors are measured. There is more information

The Health and Disability Ethics Committees (HDECs) are independent
Ministerial Committees, established under section 11 of the New Zealand
Public Health and Disability Act 2000. HDEC members are selected by the
Minister of Health, delegated to Associate Minister Henare and are
appointed by the Cabinet Appointments and Honours Committee.  

 

The HDECs’ function is to secure the benefits of health and disability
research by checking that research applications meet or exceed established
ethical standards. The National Ethical Standards for Health and
Disability Research and Quality Improvement 2019 (the Standards) are
guidelines authored by a policy-focused Ministerial committee, the
National Ethics Advisory Committee (NEAC)

In doing so, the HDEC must act in accordance with the procedural rules
contained in the Standard Operating Procedures for Health and Disability
Ethics Committees and with the requirements of New Zealand law.
