should I pay for another fee of one-off residence visa?

Dear Ministry of Business, Innovation & Employment,

I had submitted my application of WTR visa on 01.09.21, the status of this application is still submitted. Yesterday(30.09.21), new immigration policy related to one-off residence visa was revealed, and I am eligible of this kind of visa. So, I am wondering that whether I will pay my residence visa again, or depend on how much the one-off residence visa is, I will only pay the difference between WTR(already paid) and one-off residence visa?
