Dear Ministry of Transport,
1. Please advise what MoT has done with NZTA as required by para 147 of the GPS 2021 to work closely "in developing and implementing the NLTP to give effect to the GPS”.
2. Please advise whether MoT is satisfied that the NLTP 2021 gives effect to GPS 2021 and provide evidence to support this position. If MoT is satisfied, please advise when how such endorsed was signed-off.
3. Please advise on what basis does the GPS advise in para 91: “An established technique supporting this is cost benefit analysis.” Is MoT aware of the controversy in the transport sector regarding the use of cost benefit analysis?
4. Does MoT have any concerns over NZTA’s particular methodology for cost benefit analysis and its subsequent application of cost benefit analysis results?
5. Does MoT have full confidence in NZTA’s Investment Prioritisation Method (IPM) to give effect to the GPS 2021 and has it formally endorsed it as being aligned per para 92 of GPS 2021? If so, please when how such endorsed was signed-off.
