Information regarding the cycle threshold (CT) values of individuals is
withheld under section 9(2)(a) of the Official information Act (the Act)
to protect the privacy of natural persons. The Ministry is satisfied that
in the circumstances of this case, the withholding of the information is
not outweighed by other considerations which render it desirable in the
public interest to make the information available.

I wonder if you could reword the question to be more general? What was the PCR thresh hold for every single test carried out over the last month? If you cant get an answer for an individual case.
I asked this a while ago https://fyi.org.nz/request/15541-current... but not sure my wording was the best.
