Reasons for extension of request relating to certification of covid status

Dear Department of the Prime Minister and Cabinet,
On 30 June 2021 the Ministry of Health (far outside the legal time limit for doing so) transferred to DPMC part of the OIA request I made to it on 13 April 2021, which can be found here: https://fyi.org.nz/request/15162-certifi...
The part of the request MOH transferred to DPMC relates to "the project plan (or other documentation giving an overview of the work) of any work to develop a smartphone app to record and display someone's proof or certification of their Covid-19 vaccination status"
On 28 July 2021 DPMC wrote to me (your ref: OIA-2020/21-0726) notifying me that it was extending the time frame for making a decision and communicating it to me. DPMC told me that the extension was "required because of the consultations needed to make a decision on your request."
This is a fresh OIA request for the following information:
(a) who DPMC is consulting on this request;
(b) why it was "necessary" - in terms of s. 15A(1)(b) of the OIA - to undertake those consultations;
(c) the date on which DPMC decided it wanted to consult others;
(d) the date or dates on which it initiated each and every one of those consultations;
(e) the date or dates by which DPMC told consultees it would need to have their views;
(f) the date or dates on which consultees provided their views to DPMC; and
(g) why the consultations could not be done within the statutory timeframe.
