Dear New Zealand Post Limited,

My understanding is that many years ago the New Zealand Post operated 'Maturing Sheds' for parcels and post that was sent from abroad using bulk or seamail postage. Because the post arrived by plane into the country well ahead of the delivery target and in the same timeframe as Airmail, New Zealand Post would warehouse or 'mature' the items for weeks to months before delivering them. My understanding is that this practise stopped when New Zealand Post was restructured in the 1980's.

Is New Zealand Post currently holding back items that have arrived ahead of their scheduled delivery?

Firstly, please accept my apologies for the delay in responding to your OIA request.

In response to your question "Is New Zealand Post currently holding back items that have arrived ahead of their scheduled delivery", we can confirm that NZ Post do not actively hold back any mail for processing. Once items are presented to our international gateway they are processed according to Universal Postal Union requirements.

For more context, New Zealand is a member country of the Universal Postal Union (UPU) and it a signatory to it Acts or governing documents. Under the Deed of Understanding with the Crown, the New Zealand government has appointed NZ Post as its designated operator for the provision of its universal service obligation; the acceptance, carriage, processing, and delivery of both domestic and international inbound/outbound mail items.

From an international postal perspective, the UPU is an intergovernmental organisation and UN specialised agency responsible for the agreements governing the single, global postal territory enabling the reciprocal exchange of postal items, and guaranteeing the freedom of transit of postal items through the entire territory. Effectively, this requires all UPU member countries and their designated operators to treat international mail items no less favourably than domestic mail items. International mail items will be inducted into the domestic network of designated operators and sorted, processed and delivered in the same manner, and to the same service standards as comparable domestic items. New Zealand and New Zealand Post is committed to adhere to the Acts of the Union, and in doing so, agrees to this treatment of international mail.
