What is the legal status of NZ Bill of Rights in regards to Covid - 19 Public Health Response Act 2020

Dear Ministry of Justice,
As a New Zealand citizen I am very concerned with what I see as a gross disregard for human rights especially Part 2: Clauses 9 - 11 and 13-18. My question to you is what is the legal status of these clauses from the New Zealand Bill of Rights in relation to the Covid - 19 Public Health Response Act 2020.
1) Are my human rights superseded by the Covid - 19 Public Health Response Act 2020.
2) If yes to the above, what rights do I still have as a New Zealand citizen?
