National Security Check for visa applications

On the paragraph 16 of section 8.3 How border agencies identify terrorism threats, Volume 3 of report for the "Royal Commission of Inquiry into the terrorist attack on Christchurch masjidain on 15 March 2019":
it states that "Immigration New Zealand rely on national security instructions to determine if a visa applicant requires a National Security Check before their visa application can be processed. The national security instructions include a list of countries or territories of possible security concern, including those known for extremism. This list is primarily focused on people who have connections with African, Asian and Middle Eastern countries. If a National Security Check is required, this is carried out by the New Zealand Security Intelligence Service."
I would like to request the "list of countries or territories" mentioned on the above paragraph.
