Copies of every MOU that Corrections has signed

Dear Department of Corrections,

I would like to request under the Official Information Act:

* copies of every single Memorandum of Understanding (MoU) that the Department of Corrections has signed with another organisation.
* any 'MoU like' documents, such as protocols, that set out the relationship between the Department of Corrections and another organisation. (An example here would be the 'Corrections Protocol between the Inspectorate, and the Public Prisons Service for Monitoring of Prison Incident Investigations')

The purpose for my request is that I am gain an understanding of how the Department functions, and all their policies. The Corrections Manual is online, which is very useful, but often it will mention various MOUs which are not posted on the Correction's website.

I have been able to find various MOUs posted on the internet, such as those with the Parole Board and the Ministry of Health, but often these are incomplete or old.

If information needs to be withheld I would like to request that, where possible, excisions are made rather than withholding the full document. Please let me know if you wish me to clarify my request.

The proposal outlined in your letter does sound good to me. However, I was wondering if it would be possible to supplement this information with the names of each organisation that Corrections has a SLA/MOU/OLA with. This would enable me to make focused follow up requests, instead of a blanket request like this one.

The Parole Board MOU was intriguing . It Speaks of the “Board’s independence” under section 43 of the Parole Act , but also of “spirit of mutual cooperation”, “ agree that criticism of each other is best addressed in a non-public way” , Corrections to “purchase” the Boards legal advice & supply its Communications Manager. It seems to me the Board’s neutered .
