Temporary carriage of firearms directives records January 2021

In June 2020, I asked Police what records were kept regarding temporary carriage of firearms directives, sometimes called general arming orders (ref IR-01-20-15406).

In its response, Police told me:

“With regards to your second question, Police is currently undertaking a review of firearms policy to include the recording of all temporary carriages of firearms.

Your request for question three is refused under section 18(e) in that any document/website alleged to contain the information requested does not exist.”

For context, the second and third questions of my request were:

“2. What records does NZ Police keep regarding temporary carriage of firearms directives?

3. Is there any place where NZ Police proactively makes information about current temporary carriage of firearms directives publicly available?”

I’m not certain if the review of firearms policy mentioned in Police’s response has been completed, but I am interested in any outcomes of the review and if more information has since been recorded about these events.

Please release the following information:

1. All information held about the findings, results, or outcomes of the review, including any and all presentation slides, briefings, A3s, aides-memoire, and reports.

2. Police’s current firearms policy.

3. For any temporary carriage of firearms directives for which records have been kept, since July 14 2020:
3a. The start date of the directive.
3b. The name and role of the person responsible for issuing the directive.
3c. The area(s) covered by the directive.
3d. The dates on which the directive was reviewed.
3e. How many times firearms were discharged by police officers covered by the directive, while it was active.
3f. The end date of the directive.

Please also explain any relevant caveats that should be kept in mind when analysing this information.

Please provide this information in an accessible, searchable format.

If any part of my request is unclear, please don't hesitate to contact me.

If any of the information that I have requested is unavailable or would be difficult to retrieve, but similar information might be readily available, I would be happy to discuss altering or refining my request.

I would also like to remind Police that a follow-up question I asked on 14 July 2020 has not been answered. I would still appreciate this clarification regarding Police’s previous response:

“Thank you for your response to my request. However, I am a little confused about the answer to part 2 of my request, in which I had asked "What records does NZ Police keep regarding temporary carriage of firearms directives?"

I appreciate your response that "Police is currently undertaking a review of firearms policy to include the recording of all temporary carriages of firearms". However, I do not believe this completely answers my question regarding what records Police currently keeps regarding these directives.

Should I interpret your brief answer to imply that Police does not currently keep any particular records regarding temporary carriage of firearms directives? Given the considerations you explained in your response to part 1 of my request, I would have thought Police would keep records on things such as the specific timeframe of these directives?”

in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.
 
Police require until 16 March 2021 to provide a substantive response to

consultation with multiple workgroups and individuals in order to
cross-reference information relevant to your request. Unfortunately it was
