During the COVID-19 pandemic in New Zealand since February 2020, under the official information act, I ask the following;

1) How has the Ministry of Transport used data from the Pandemic Minimum Data Set (PMDS) to monitor and control containment activities being undertaken by the New Zealand Government's response to the COVID-19 pandemic?

2) Please supply all data collected and used from the PMDS by the Ministry of Transport since February 2020 (please redact private information that would lead the identification of a individual).

3) If you did not use the PMDS, why, as it is a suggested component of containment and features in New Zealand Influenza Pandemic Plan: A framework for action 2017?

The Ministry of Transport is the system lead on transport. Its core function is the development of policy that shapes the transport sector. To undertake this role the Ministry works in partnership with other agencies across the transport sector. This role means that the Ministry does not monitor or control containment activities undertaken in response to COVID-19. The Ministry of Health is responsible for the monitoring the activities undertaken in the New Zealand Governments response to COVID-19.

The Ministry of Transport has not collected or used data from the PMDS. However, our other transport partners, such as Waka Kotahi NZ Transport Agency, may have.

The Ministry of Transport has collected some data that shows the impact of COVID-19. Between April and August 2020 the Household Travel Survey has collected data to better understand how New Zealanders travelled during the different alert levels and lockdown. This included questions about travel activities and whether respondents worked from home.
