Teach NZ Scholarships: Maori pronunciation v Degree Qualifications

Dear Ministry of Education,

In your marking criteria for some scholarships you will give up to 20% out of 100% of marks for a candidate's ability to be able to pronounce 'Maori words' in a Ministry endorsed way; while if a candidate has a university degree (from Bachelor to Doctorate) the maximum percentage allowed is 10% out of 100%.

For my first and second failed application, I received 8% for my Master of Arts in education (from both experts).

For my first application, I received 4/20% for Maori language pronunciation from one expert and a whopping 16/20% from another expert. I've spent the last ten months asking the ministry to explain that discrepancy to no avail.

In the second application, I received 10/20% for Maori language pronunciation from the same two experts - even though the second application - while worded exactly the same way - did not come with a video presentation.

Given Teach NZ scholarships are awarded to people who want to become teachers in the New Zealand education system; and given that people have for decades been coerced to believe that educational qualifications always lead to upward mobility (and this is still a government trope) why is a candidate's ability to be able to pronounce Maori words in a government prescribed way worth more marks than a formal New Zealand university qualification (or qualifications)?
