Dear Ministry of Health,
On the 15th March 2020 I requested some information about communications between senior people at ADHB and the MoH involving the provision of helicopter air ambulance services.
At your insistence this request was refined and significantly limited in scope however it was declined under Section 18(f) because of the unfolding COVID-19 situation. You specifically stated that:
"Responding to your request will require access to documents not readily available for review in the current national situation. Attempting to access the documents at present (searching for them on Ministry premises, as well as electronically) will unreasonably interfere with the operations of the Ministry. Further, consultation (internal and external) on the request cannot occur in the absence of access to the documents.
At this stage, the Ministry, along with many other agencies, have diverted significant resources to support the Government's response to COVID-19 at this stage. This is a fast-evolving situation and the Ministry must continue to respond at pace to this global pandemic.
For the reasons stated above, I have decided to refuse your request under section 18(f) of the Act at this time. Please note we are open to considering any further requests in future."
As your reasons for declining this request are no longer valid I am now resubmitting it as detailed below:

senior individuals in the Ministry of Health (MoH) and Auckland District

The Ministry of Health has decided to extend the period of time available
to respond to your request under section 15A of the Official Information
Act 1982 (the Act) as consultation necessary to make a decision on your
request is such that a proper response cannot reasonably be made within
the normal 20 working day time limit. The Ministry of Health will reply to
your request by no later than 18 February 2020, earlier if possible.
Please note this incorporates the Christmas period of closure between 22
December 2020 to 11 January 2020.
You have the right under section 28(3) of the Act to ask the Ombudsman to
review our decision to extend the time available to respond to your
request.
