Your request was for one or more entire chapters of the Police manual. Though Police have only provided an excerpt from one chapter, they have not given any reason why they refused to release the entire chapter(s) that you asked for.

Like the unlawful delay of 23 working days, this is unacceptable behaviour which is not in line with the requirements of the Official Information Act. If you would like Police to release the entire chapter of the Police manual that they have given you an excerpt from, you would have strong grounds to lay a complaint with the Office of the Ombudsman.

Like all agencies subject to the OIA, Police has an obligation to provide assistance to their requesters. If they believed your request was unclear, in that an excerpt of a chapter of the Police manual was all that you required despite having requested one or more entire chapters, then they should have consulted with you to confirm this instead of simply deciding not to provide all the information that you have asked for.
