I refer to your Official Information Act Request of 23 December 2013.
Staff have investigated your request and advise the following:
A review of all open drains throughout the Western Bay District was
completed in 2008 by Opus International Consultants Limited. The review
was carried out to assess the safety of the drains as well as the
environment and aesthetic quality of the drains. Limited funding was then
provided during the 2009/2010 and 2010/2011 financial years in the LTP to
carry out recommendations in the Opus report.
The Opus report identified a number of drains which could require remedial
work. Part of the drain running parallel to Snell Crescent (between Snell
and Hereford Place) was one of these drains. This drain was identified as
a high priority which would benefit from being piped. This was done with
the available funds.
No funding is currently available in the LTP 2012-2022 to pipe the
remainder of the drain. If you feel that Council should consider
allocating funds for further piping of any drains in Waihi Beach, please
feel free to make a submission to the up and coming Annual Plan or Long
Term Plan process.

Hello Chris,
Thank you for your further Official Information Act request of 16 January
2014.
Staff have investigated your further request and attached is a copy of the
Opus 'Categorisation of Open Stormwater Drains and Subsequent Studies in
Waihi Beach, Te Puke and Maketu'.
You will note from the report it was recommended that the drain should be
fenced with some safety amendments to the outlet. However it was decided
that piping part of the drain would be beneficial. The report did not
specify an approach to piping the open drain or the impact of using a
progressive method to pipe the drain.
Due to the topography in this area and the very flat grade of the drain,
piping the full length of this drain would be difficult. If the drain was
piped there would not be enough fall to allow stormwater to drain. This
may then result in flooding to private property. For this reason only
part of the drain was piped.
Recommendations outlined in the Opus report will be reviewed with the up
and coming Long Term Plan Review.
