Position on school-aged children at ECEs

Dear Ministry of Education,
On or about 14 August 2020, the Ministry altered advice on its website regarding attendance of school-aged children at early learning services (see https://www.education.govt.nz/early-chil...). For example, new text states that children participating in home education may not attend early learning services.
Please can you release information which explains this change, and more broadly, which addresses the issue of school-aged children attending or being present at early learning services. I am particularly interested in what background discussions have been had regarding home-educated children being present at Playcentre with their caregiver while their under-6-year-old sibling/s attend Playcentre.
Please include relevant emails, memoranda, file notes, briefings, reports, meeting notes, letters, and all other forms of correspondence. If volume of information is an issue I am content to limit my request to information from the past two years.
If the webpage change referred to above has been informed by legal opinions, please can you also provide me with copies of any relevant legal advice received by the Ministry. I believe release of such legal opinions would be justified on a public interest basis.
