In Willy Macalister's (RNZ Music Content Director) consultation document to RNZ staff dated 5 Feb 2020 (https://www.rnz.co.nz/assets/cms_uploads...) Mr Macalister states
"In late 2018, Head of Radio and Music, David Allan talked about the need to conduct a full review of all RNZ Music outputs ... The Music Content Director role was advertised with a specific brief to carry out this comprehensive Music Review: primarily of RNZ Concert, RNZ Music, the RNZ National playlist, the Music 101 format and all digital content. I was appointed to the role. The purpose of the review was to evaluate current music content, work-flows and resourcing and assess the ways these might be done differently to grow RNZ Music audiences...."

Dear Mr Watkins
In response to your request below, there is no document or body of work
called the "Music Review", or that could be called that.
It was a process that led to the two Music proposals put to the RNZ Board
in October and December (which have been released), and not a separate
report.
The process involved major focus on existing research data and
translating/incorporating it into the two tabled proposal documents, i.e.
the Nielsen 2015 Concert research & their recommendations, the RNZ
commissioned segmentation research, and latest/historical GfK audience
research.
As we are required to do, this message is to also advise you that our
response to your request can be referred to the Ombudsman’s Office for
review under s 28 (3) of the Official Information Act if you wish.
