Please supply all communications between The Department of Housing and Urban Development and advisors of regulations to be set under section 138C of the Residential Tenancies Act.

Specifically communications including reports, written letters, emails, and aide memoire's of telephone conversations and meeting minutes, between Claire Leadbetter (Manager, Tenures &Housing Quality) and Marc Daglish and /or Sebastian Ellice.
