Cost of 1080 assessment and approval

What money has been paid for the approval of 1080 poison and who paid this money? Is there some explanation to justify this payment, as it seems the approval has been purchased by the users of the substance being assessed?
Please note that this information has been paid for by tax payers such as myself and by law you are required to provide this information.
If you fail to freely provide this information via this PUBLIC FORUM, or attempt to obstruct the free flow of this information by placing tasks such as the posting of passports to you for evidence of citizenship, the fee I will need to charge you for this will be $500 plus GST per hour or part thereof. My terms of trade include that you are liable for collection fees, including interest at 20% per month, plus court and lawyers fees, should you fail to pay this amount once invoiced.
