I think that it is unreasonable to refuse the previous request given the Agency does seem to hold that information, can gather it and has given it out to others. See here: http://www.scoop.co.nz/stories/PA1907/S0...

Dear Barry,

 

Thank you for your reply to our response to your request of 26 July 2019
regarding meeting requests from Members of Parliament.

 

During the time period you specify in your request, MP meeting/visit
requests and associated correspondence and documentation were not tracked
by the Transport Agency. Collating and sorting these materials would
require substantial collation and research as they are included with every
other meeting or visit request for the period you requested.

 

The meetings referred to in the link you have provided have occurred
within the last 12 months, where different information and record keeping
procedures are now in place.

 

I hope this provides you with some clarity around our response. If you
would like to request any other information you are most welcome to do so.
