It looks like they're asking you to clarify what you mean by "not unexpected" side-effects.
The double-negative would mean "expected side-effects", or maybe you just want to remove those words and ask about all side-effects.
Also, you earlier added an annotation about changing your request to ages 18+. Annotations are just for FYI.org.nz users to help each other, and as it says on the form they "are not sent to Ministry of Health". If you want to amend your request you need to send a follow-up reply, not an annotation, otherwise MoH won't see it.
