Dear New Zealand Defence Force,

A Sunday Star-Times story yesterday revealed the existence of a "New Zealand Defence Force security manual" which labelled investigative journalists as a security threat alongside foreign intelligence agencies and extremist organisations ("US spy agencies eavesdrop on Kiwi", Sunday Star-Times, 28 July 2013). I would like to request the following information under the OIA:

* A copy of the manual. I am particularly seeking the material on journalists, the threat they pose and measures to be taken against them, and am happy to accept redactions to other material if it results in that material being released.
* if the manual has been amended since its initial issuing, when the reference to investigative journalists was added, and any other changes that have been made to that material since.

I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.

With regards to s12 of the OIA, I am an NZ citizen and in NZ.
