Dear Gerard
Thank you for your emails of 29 April 2019 requesting the following
information under the Official Information Act 1982 (the Act).
1. can you please provide all emails between the Maintenance Contract
Manager for Northland and the Principle Safety Engineer, Auckland, in
2015 relating to all Maromaku safety issues, including the
installation of a speed bump, relocation of signage and upgrading of
signage etc you may redact any names you feel are sensitive etc
2. can you please provide all emails from the Maintenance contract
manager for Northland in 2015 to the Contractor representative for
state highway maintenance for NZTA Northland with cc's to RCA, you may
redact any sensitive names etc
The NZ Transport Agency considers that the scope of your request is very
broad. An initial Agency-wide email search estimates that there is around
3,000 emails. Those emails will then need to be assessed to determine
whether they are in scope of your request. We consider that this would
place an unreasonable administrative burden on the Transport Agency. The
information you have requested as it stands now cannot be made available
without substantial collation and research and is likely to be refused
under section 18(f) of the Official Information Act 1982.
We would really appreciate it if you could refine and narrow down your
request. For example, it would be great if you could narrow it down by
specifying names of the ‘Maintenance Contract Manager for Northland’ and
‘Principle Safety Engineer’ as well as the ‘Contractor representative’.
Would it be possible to narrow the timeframe down to a shorter period of
time?
Also, for question 2, what specific issues the emails would have covered?
Are those emails also regarding Maromaku safety issues as per question 1?
We will be happy to reconsider your refined request.

1. the request is quite specific requesting ALL correspondence between the two employees of NZTA relating to maromaku safety issues.
there was only one MCM in 2015 up to sept and if there was more than one principle safety engineer then all emails etc from all the principle safety engineers for 2015 involving Maromaku safety issues.
If there are 3000 emails then that is not many in the context of the amount of emails sent from both employees.
if you have to send me 3000 emails that is fine. i am sure every employee of NZTA has sent thousands of emails so you could use this excuse for any request. if you dont look you wont know if they are all tied to maromaku. there is no limit on the size of the file you can send me.
im sure you troll through much more than that when you are in litigation?

thank you for your response to my request.
Gee almost $8000 you are so kind, i have noticed some savings you could make for me. Ii am competent in reading and writing and am prepared to offer you my services at minimum wage. That should save a lot of money and time for you and you don't need to print them all, think of the trees.
If you typed in Maromaku safety issues, and Journey Manager or their name between the two parties stipulated, and if there is 4500 emails(must have been a lot of safety issues) then yes i would like them all.
The public definitely has right to know what safety issues are happening within the NZTA and how these are dealt with , especially when citizens are witnessed being endangered by NZTA actions.
i will be lodging a complaint to the ombudsman about this.
