PISA 2015 non-response bias analysis

Dear Ministry of Education,
In 2015, New Zealand participated in the Programme for International Student Assessment. According to the OECD technical report, New Zealand did not meet the required participation rate (see page 272 of https://www.oecd.org/pisa/sitedocument/P...). It was therefore required to conduct a non-response bias analysis.
In response to this request, I would like to be provided with: (a) detailed information on the analysis that was required and (b) all the documents that were sent to the OECD and their contractors to support New Zealand's inclusion in the PISA 2015 results. These were the documents that would have been provided to the OECD's data adjudication group.
