Pursuant to the Official Information Act 1982, I request information relating to staff training, professional development, conferences, and associated expenditure within the agency.
The purpose of this request is to understand how training and professional development opportunities and funding are distributed across different levels of the organisation, including whether access to such opportunities is broadly available across the workforce.
For the three most recent completed financial years, please provide the following information.
1. Total training and professional development expenditure
Please provide:
• Total annual expenditure on employee training and professional development.
• Total annual expenditure on conferences, seminars, workshops, and professional development events.
• Total annual expenditure on domestic and international training-related travel.
• Any separate budgets or allocations established for staff development, learning and development, leadership development, or executive development.
2. Training expenditure by employee level
Please provide a breakdown of training and professional development expenditure by employee level or equivalent classification, for example:
• Frontline or operational staff;
• Administrators or support staff;
• Advisors;
• Senior advisors;
• Team leaders;
• Managers;
• Senior managers;
• Directors;
• Deputy chief executives;
• Chief executive;
• Any other relevant employment categories used by the agency.
For each category, please provide:
• Number of employees in that category;
• Total training and professional development expenditure;
• Average expenditure per employee;
• Median expenditure per employee, if available;
• Percentage of employees receiving employer-funded training;
• Number and percentage of employees receiving no employer-funded training during the year.
3. Type of training received
Please provide a breakdown by employee level of participation in:
• Internal training programmes;
• External courses;
• Professional qualifications or certifications;
• Leadership development programmes;
• Conferences and seminars;
• Workshops;
• Online learning platforms;
• Any other significant training categories tracked by the agency.
4. Domestic and overseas conferences and professional development
Please provide information on all overseas training, conferences, seminars, or professional development activities funded by the agency during the three-year period.
For each event, please provide:
• Employee level of attendees;
• Purpose of attendance;
• Destination country and city;
• Event name or type;
• Number of attendees;
• Total cost, including registration, travel, accommodation, and other associated expenses.
Please also provide a summary showing:
• Total number of employees attending overseas professional development by employee level;
• Total overseas professional development expenditure by employee level;
• Average overseas professional development expenditure per attendee by employee level.
5. Training approval policies and criteria
Please provide copies of all policies, procedures, guidelines, delegations, or criteria used to determine:
• Eligibility for training funding;
• Access to professional development opportunities;
• Approval of conference attendance;
• Approval of overseas travel for training or conferences;
• Allocation of learning and development budgets across teams or employee groups.
6. Equity and access assessments
Please provide any reports, reviews, audits, surveys, dashboards, presentations, or other documents created within the last three years that assess or discuss:
• Fairness or equity of access to training opportunities;
• Distribution of training expenditure across employee groups;
• Barriers to accessing professional development;
• Employee feedback regarding training availability;
• Whether frontline or lower-level employees receive comparable access to development opportunities.
7. Highest-cost training and development activities
Please provide details of the 10 highest-cost individual training, conference, or professional development activities funded by the agency in each financial year.
For each activity, please provide:
• Employee level of participants;
• Purpose;
• Location;
• Total cost;
• Number of participants;
• Whether the activity was domestic or overseas.
8. Training budget allocation
Please provide, where held:
• Annual training and professional development budgets by business unit, directorate, branch, or employee group;
• Any records showing how training budgets are allocated between different parts of the organisation;
• Any reports comparing planned training budgets with actual expenditure.
9. Format of information
Where possible, I request the information in an electronic, machine-readable format such as CSV, Excel, or similar.
If any information requested is withheld, please provide the specific grounds for withholding and release any reasonably severable portions of the information.
