We understand that some of these data items may not be available, or may be in a slightly different format to what is requested above. We respectfully request you provide us with whatever is available in whatever format is most convenient.
Current Availability
We recognise that this information may currently be available either;
(a) in hard copy form at your offices or;
(b) via your website
Data available via your website is not possible for us to obtain whilst still following the Terms of Use you have made available, which prevent automated means of access and republication.
Data available in hard copy form is not easily transferable or updatable. As you store the information in Electronic form before producing the hard copy, we ask you provide us a copy of the Electronic form of this data.
Automated Retrieval
If granted exceptions from any Terms of Use or Copyright restrictions preventing us from doing so, we are more than happy to work with you to build an automated retrieval system which will create a database of some of the requested data. We will liase with you as necessary to ensure this doesn’t impact the availability of any of your services. We have suggested this simply as a means to make providing the requested data easier for you - we are happy to work with you in order to accomplish this with a minimum of effort and disruption.
Pre/Post Processing and Formats
We understand that there might be significant effort involved in either pre- or post- processing of the requested data. We are not requesting processing of any kind - we are happy to accept data in any readable format - preferably non-binary and non-proprietary, but where this is impractical we are happy to accept those formats.
To reiterate; we are happy to accept data in the exact format in which you store it (or make it available via your own website) - hence there should be no requirement for significant data processing.
Delivery
We are happy to accept delivery in any Electronic format - we can provide Courier Bags and DVDs, an FTP system, or any other acceptable delivery format as requested by you. We wish to make providing this information to us as easy as possible.
Privacy Concerns
We are happy to discuss and enact any requirements you have regarding Privacy. As all of the information requested is readily available through other means, we anticipate no issues in this regard.

Dear Mr Wakelin
I refer to your information request dated 20^th January 2011. There are a
number of issues with this request, the first being that provision of
rating information is governed by the Local Government Rating Act 2002.
Upper Hutt City Council currently holds in a database the information
requested as A, B, C, D, E, F, and G of your request. To make this
information available to you the Council would need to be satisfied that:
1. your multiple requests are related, and
2. that it is not going to be used for bulk mail outs.
Secondly, Upper Hutt City Council does not allow automated retrieval from
its databases accordingly the information requested would need to be
burned onto disks, an email would be too large to be practical. To do the
work necessary to provide the data it would be likely that the Council
would need to employ a temporary worker for some days. If you are prepared
to pay the cost of this together with the cost of any disks, provided you
meet the criteria above the information could be provided to you.
Thirdly, item H - the Council has limited information regarding the
property type. The information clearly indicates which rating differential
the rating units are rated under. The rating differentials are:
* rural high value
* utilities
* business
* residential high value
* standard/ residential
Provided agreement is reached regarding payment and the criteria in 1 and
2 is met this information would be included with the information you
requested as A to G.
Fourthly, items I- P - are not held by Upper Hutt City Council however the
information would also have to be extracted and reduced to a CD which
would involve as much work as that involved for the information requested
as A to H.
In summary for the Council to release the information to you, you must
satisfy the Council that:
1. the multiple requests are related
2. that it will not be used for a bulk mail out
3. confirm that you will pay the cost of extracting the data and
provide a deposit of 75% of the estimated cost
I have not yet calculated the cost of providing the data as this in itself
would take some resources however if you which to proceed having satisfied
the Council of items one and two I will prepare an estimate.
At this point on the basis that I have not received information that
satisfies Council of one and two above or confirmation that you are
prepared to pay the cost of extracting the data I am refusing your request
for information. If you satisfy the Council's criteria and arrange to make
payment of the required amount I will release the information requested to
you. If you are dissatisfied with my decision you may request the
Ombudsman to review it under section 27 of the Local Government Official
Information and Meetings Act 1987.
My reasons for declining are:
1. that the making available of the information requested would be
contrary to the provisions of a specified enactment (section
17(c)(i))
2. that the information requested cannot be made available without
substantial collation or research (section 17(1)(f))

Dear Nik
Further to your email dated 24^th February if you are going to make the
information available to a third party are you able to confirm it will not
be made available for the purpose of mail outs?
I have spoken to our IT people, and it would be possible to extract items
A-G and burn them onto a disk for you. At this stage I am unable to give
you an idea of the time that it would take because I don’t have
information about the size of the database but I would expect it to take
at least two hours. The time taken would be charged out at $38 GST
inclusive per half hour and you would be charged for the disc. The
information that would be able to be extracted would only include the
current property valuation and the previous valuation. Please advise me
whether you would be satisfied with this.
Council simply doesn’t have the information requested at H and it would
not be possible to extract the rating differential information
Quotable Value New Zealand holds information on behalf of the council that
covers items I-P. I would be prepared to authorise Quotable Value Limited
to release the information to you on the basis that you would deal with
them direct and that extracting of information would be at your cost.
Please contact me and let me know whether you wish to proceed on this
basis. Once I know that you want to proceed I will provide you with a more
accurate estimate of the cost. I suggest that you may wish to telephone me
as it may be something that we can sort out more easily with a telephone
conversation.
