I would like to request the record of the total number of residential dwelling sales for New Zealand by month from 1980 to current (I assume July 2011 is the latest available).

We have received your request for the record of the total number of
residential dwelling sales for New Zealand by month from 1980 to present.
In order for us to provide this data the easiest and most cost-effective
solution is for QV’s Joint Venture Company PropertyIQ to extract it. We
will not charge you for the time and cost to arrange this, however we will
need to recover the $500 PropertyIQ have quoted us as the cost they will
charge QV to make it available.
Would you please confirm that you are happy for us to proceed to gather
the information for you on this basis and advise the physical address
where you would like the data sent.

Dear FYI Requests,
Thank you Justin for your response. I believe the proposal to be unreasonable. As you identify PropertyIQ is a QV joint venture company - therefore QV is effectively using this as a profit making opportunity.
The data was originally collected by QV. The information must be readily available - QV for example publishes the national property price index which this dataset is a component.
This data should be made available without cost.
Please reconsider the positon.

Thank you for your reply.
Unfortunately, the data going back to 1980, which you have requested is
not readily available and is in different formats. The $500 charge is
related to the time and cost involved for Property IQ staff to extract and
collate all the data in a usable format. PropertyIQ will be charging us
this amount for them to retrieve it and so we need to recover this cost
from yourself.
Please confirm that you are happy for us to obtain the information from
PIQ on this basis and advise the physical address where you would like the
data sent.
