Casino HRP reports

Dear New Zealand Gambling Commission,

According to your website, there are six licensed casinos in New Zealand. All are required by their operators licences to file reports on their host responsibility programme, six monthly in the case of SkyCity Auckland, and annually in the case of the others. All of the host responsibility programmes are subject to review every two years. I would like to request the following information under the Official Information Act 1982:

For each casino with an operators licence:
* the dates of all reports filed on their HRP, as required by their licence
* the dates of all reviews of that HRP by the Gambling Commission, as required by their licence

This should not require substantial collation and research, as it is at most 6 dates per casino, and 8 for SkyCity.

I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.

Dear Carol Stevenson,

Thanks for the response, but the information provided is incomplete. I requested dates of HRP reports and reviews for all licensed casinos, not just SkyCity Auckland. Or are you implicitly telling me that those other casinos are failing to file reports, in contravention of their licence?

Please respond in full to my request.

Thank you for your email yesterday.

We did respond to your request - it is contained in points (h), (i) and (j) of our letter. Perhaps some further comments might help to clarify.

We need to point out that monitoring of the performance of all casinos is the responsibility of the Department of Internal Affairs, including host responsibility. The Commission’s responsibility is to ensure that there are effective host responsibility programmes (HRPs). Therefore the programmes themselves are our focus.

The first of the new HRPs was introduced into SkyCity in Auckland in 2007 at which point a reporting/review system was introduced. The choice of review method and why it varied from the original conception was explained in our letter.

As a result of that experience two further HRPs are soon to be released drawing on the Auckland experience – SkyCity Hamilton and Queenstown – after which a 12 monthly monitoring requirement will be introduced for them also.

The last three casinos – Christchurch, Dunedin and Wharf - will follow the same process once their HRPs are completed.

All these programmes are evolutionary and seek to lift the practice of casinos above the minimum requirements of the law, which all currently meet.

Dear Carol Stevenson,

Thanks for the clarification, and sorry about the misunderstanding. I'd naively assumed that when a casino licence said "there will be a host responsibility programme", there actually would be one. Likewise, when it says "the casino shall report to the Gambling Commission annually on its HRP", they actually would.
