Mr Rodgers left an annotation ()

I attended an OIA course once run by a senior lawyer who was one of architects of the Act.

He stressed that;
a) everything from documents, emails, hand written notes, conversations, etc was Official Information, and,
b) any question was an OIA request.

MBIE should know better that a "general enquiry" is a OIA request.
