Hi Grace,
I have been allocated as the Lead Adviser for your recent OIA request to Ministry for Primary Industries (MPI). It appears that this is a historic matter from 2001 and we are not sure MPI holds any information. If we do hold material it is likely to be held in offsite archive storage.
To assist MPI in making a decision, can you please clarify exactly what information you are requesting? Can you provide any more information regarding the Animal Welfare Institute of New Zealand? Also who are Wyn Hoadley and Tom Didovich?
Kind regards,
Siobhan | Official Information Act Adviser

Dear Siobhan ,
thank you for your response
Much about AWINZ is a fiction , the organisation had no trust deed or trustees . mpi only dealt with neil Wells who had written bill and had advised on the statute which facilitated approved organisations
wells made a fraudulent application in 1999 for AWINZ to become an approved organisation , AWINZ had no legal existence and should not have been approved as it could not enter into any contracts or MOU's and was as efficient as allowing my cat to run an approved organisation
wells claimed that AWINZ was a trust which was being incorporated. in 2006 , after I proved that AWINZ did not exist , he sent MPI back dated trust deeds the copy I received was different to the one which maf received.
the fraud surrounding this approved organisation was actively covered up by MPI due to the fact that those controlling OIA's at the time were also those who had a massive conflict of interest as their actions saw that this fraud was successful. thus the fact that AWINZ did not exist nor has any trustees has been actively covered up and I have suffered 12 years of legal action to discredit me and to financially bleed me dry. .
there are allegations that Wyn hoadley was appointed trustee at some stage in 2003-2004 and that wells had written to MPI regarding that yet evidence shows that she did not become involved with AWINZ until 2006 when a look a like cover up trust was set up to conceal the fiction. MPIs own evidence was that there were no trust meetings ( the audit report 2008)
If the letter exists I want to see what it says and what the response was by MPI.
similarly Tom didovich.. he was the manager of Waitakere dog control and was complicit in the fraud , it is therefore by way of proof that I wish to see correspondence with regards to him becoming an alleged trustee
I am the whistleblower on this matter I blew the whistle in 2006 and now 12 years later am still suffering fall out hence I have to get enough evidence to prove that the players in MPI at the time actively concealed the corruption.
Peter Mc Carthy was the crown law officer who gave a legal opinion on the matter at the time and was negligent in not checking he validity of AWINZ standing. as he is the chief legal officer for MPI he is some what conflicted and has been involved in preventing an investigation
We are entering more transparent times and I want to be able to address the massive injustice which I have suffered due to pointing out AWINZ lack of legal standing and the fraudulent application . 12 years is long enough and I need these pieces as they are part of the proof of the entire fraud. which MPI is so reluctant to investigate.
I wish to establish who the alleged trustees were, what communications MPI had with them and due to the lack of existence of a legal entity what evidence that MPI held that showed that these people were taking on responsibility for the operation ,function and accountability of the approved organisation.
I would also appreciate any internal correspondence which actively shows that mpi staff concealed the fraud. I have correspondence which shows that they advised wells of my OIA requests and liaised with him as to what to release and when to release it.
what I really want is for this night mare to end and for some one to look at the lack of legitimacy of the application and the fraudulent statements which were made by Wells.
Wells is now deceased but those complicit in the cover up, Didovich and hoadley are still about
Hope this clarifies things.
Yours sincerely,
Grace Haden
