Seeking evidence of research paper confusion supportive of VUW name change

Dear Victoria University of Wellington,

I request the following information under the Official Information Act 1982:

Please can you provide, tabulated by year for each of the past 10 years:
(a) the number of research papers published by VUW annually;
(b) the number of times research papers have been correctly referenced to VUW annually;
(c) the number of times research papers have been incorrectly referenced to VUW annually; and
(d) for ease of reference, the total number of times research papers have been referenced annually (ie, the combined total of (b) and (c)).

I envisage a table with (a) - (d) columns and the years as the rows down the left hand side.

The idea is to identify if there is a significant proportion of research papers being referred to that are incorrectly referencing VUW.

For completeness, by VUW I am including all names that accurately reflect "Victoria University of Wellington", which includes the (current) Maori name Te Whare Wānanga o te Ūpoko o te Ika a Māui.

Can you also please provide any evidence available that this information was:
(a) sought after by the Vice-Chancellor and/or the University Council as part of the decision-making process to approve a name change late on Friday 27/7/18; and
(b) was so used by both of these parties.

Please find attached to this response all of the relevant documentation pertaining to the proposal to simplify the name of Victoria University of Wellington. You will see that some of the information is, where necessary, redacted under the following sections of the Act:
• 9(2)(b)(ii) - where withholding the information is necessary to protect information where the making available of the information would be likely unreasonably to prejudice the commercial position of the person who supplied or who is the subject of the information;
• 9(2)(i) - where withholding is necessary to enable the University to carry out, without prejudice or disadvantage, commercial activities;
• 9(2)(k) - where withholding is necessary to prevent the disclosure or use of official information for improper gain or improper advantage; and
• 9(2)(a) – where withholding is necessary to protect the privacy of natural persons.

In particular, redactions were made where the information provided comparisons to other New Zealand universities or was not relevant to the name simplification proposal. Release of this information would prejudice the University’s commercial position in relation to its competitors, and would give those competitors an improper advantage by providing them with insights into Victoria University of Wellington’s potential future activities offshore, and into how international students may be influenced to consider other universities in New Zealand.

Dear OIA Requests,

VUW provided many documents on 14 August 2018. I reviewed these and noted they did not answer my questions. It appeared that they may have gotten confused between mine and another OIA request, which received a very similar response of items. As such I called VUW the next day, and left a voice message for the attention of Georgia Tawharu, explaining that this is why I marked the OIA request as awaiting response. I gave my name and phone number, but have not heard back and also no further responses from VUW have been received here.

Please can VUW review the actual questions posed and answer these? They relate to research papers and referencing/citation there of.

The only relevant piece of information provided in the OIA response that I could find was that the citation project was viewed as a distinctly separate project to the name change project. This suggests the answers to my latter questions (regarding the Vice-Chancellor and University Council and the name change "draft" decision) are "no" and "no or n/a", though it would be appropriate for the OIA response to answer these questions directly, rather than by inference found buried in one of many large documents.

I look forward to hearing from Victoria University of Wellington regarding my original OIA request.

The two tables below provide this information, taken from the University’s central database of research publication records which contains records of each academic staff member’s research outputs.

The first table shows all publication records regardless of type (e.g. books, journal articles, chapters, reports, conference papers etc). The second shows journal articles only.

We cannot easily or accurately provide this information. We have discussed this with our Scopus representative, who has confirmed that they are unable to provide this data for us either. We have not answered your question (d) because we cannot do so without an answer to (c).

With regard to your final two questions, section 2.2 of the Decision Paper contains all the relevant information relating to the use of the University's name in research outputs and is the only available evidence we can provide in answer to this question. This is the content that the VC and Council relied on in forming their views on this issue.
