Dear Sarah,

I am unaware of a specific event that tool place which led to the US Embassy in Wellington to notify Hilary Clinton, then US State Secretary, that the NZ/US intelligence and security relationship was "back on track". It was significant to the US to the degree that that the US Embassy included the comment in information being prepared for the State Department, for Mrs Clinton's visit to NZ in 2010.

This would lead one to conclude that NZ and US intelligence and security officials had come to some form of formal agreement on or about 29 August 2009.

In the same document referred to in my original request, there is comment by US officials that NZ entered the intelligence and security agreement with an intent of seeking greater trade relations with the US, something the US was not prepared to enter whilst NZ continued to have a legislative bar on nuclear powered and/or armed vessels in NZ territorial waters.

With this information in mind, there should be some information available to the Department of Prime Minister and Cabinet about what occurred on 29 August 2009 to change NZ/US intelligence and security relations between the two countries - i.e. they were now seen by US officials as being "back on track".
