Dear Ms Allison

I refer to your request of 19 April 2018 for information concerning international student doctoral completion rates. Unfortunately it would require a large amount of manual work to generate the information requested, and we do not have any similar data to hand. Neither fixing a charge nor extending the time limit would enable the University to grant your request. We can, however, provide you with the total numbers of doctoral enrolments from candidates from these countries, the average time to first submission by international candidates, and the average time to completion by international candidates if that information would be helpful to you.

This constitutes a refusal of your request under s 18(f) of the Official Information Act, as the information requested cannot be made available without substantial collation or research. You have the right to seek an investigation and review of this refusal under s 28(3) of the Official Information Act by way of a complaint to an Ombudsman.

Yours sincerely

Rebecca Ewert
General Counsel
