Dear Ministry of Social Development,

I request under the official information act the following information:

Any internal reports, correspondence, meeting notes, policy briefs, provided by Treasury to the Ministry of Social Development (MSD) on MSD's work developing the agency into a purchaser for social housing under the social housing reform programme.

For clarity: I am interested in what advice Treasury gave MSD regarding the design of MSD's new role as the government's purchaser of social housing in the new SHRP system. I believe this request will relate to work taking place in 2014 and 2015.

Following consultation with Treasury the Ministry of Social Development has determined that a large amount of material may be in scope of your request. In order to determine if this material is in scope of your request both the Ministry of Social Development and the Treasury would need to divert personnel from their core duties and allocate extra time to complete this task. The diversion of these resources would impair the Ministry’s ability to continue standard operations and would be an inefficient use of resources. As such, unless refined your request is refused under section 18(f) of the Official Information Act, as it requires substantial collation. The greater public interest is in the effective and efficient administration of the public service.

The Ministry has published a number of documents concerning the Social Housing Reform Programme online, which you can access at the below links. It may be that these meet the intent of your request, or will assist you in refining your request.
